WTO Schedules of concessions, often referred to as "Good Schedules" are legal instruments that describe the treatment a member must provide to the trade in goods of other WTO members.
The WTO Consolidated Tariff Schedules (CTS) database contains all WTO members' concessions on goods in a standardized format. The CTS includes members' bound tariff commitments (base and final tariffs, other duties and charges, implementation periods, INRs) and specific agricultural commitments (domestic support, export subsidies, and tariff quota information) with the relevant legal document references. The original version of the CTS database was recorded in the HS 1996 nomenclature, but most members' commitments have now been successively transposed to HS 2002, HS 2007, HS 2012, and HS 2017 nomenclatures.
The CTS database is readily accessible to WTO members, the public and authorized international organizations at the tariff line level. The WTO Secretariat has prepared several software tools to facilitate extracting and analysing information from the database.

Glossary
Tariff line or HS code: The customs tariff line number (or HS code) associated with the product for which a concession is offered. Each entry in the database will have a number associated with it (including HS and tariff headings).
TLS: Refers to tariff line suffix which extends a narrowly defined tariff line's HS code to record two or more duties at different levels.
Final bound duty: The duty rate of the latest concession.
Other duties and charges: Other duties and charges applicable to the tariff line, which can consist of ad valorem and specific elements or textual information.
Present instrument: The WTO legal instrument in which the present concession on the product was established (e.g. UR/94).
First instrument: If available, the WTO/GATT legal instrument in which the first concession on the product was established (e.g. G/47, T/51).
Base duty: The duty rate used as the base rate in the most recent negotiations.
Special safeguard (SSG): An indication that the special safeguard provision is applicable to the tariff line or HS code (applicable only for agricultural products).
Implementation period (from): The start year of the first tariff reduction.
Implementation period (to): The end year when the final concession is implemented.
Initial Negotiating Right (INR): This is the result of initial bilateral negotiations between members. Members holding INRs are entitled to participate in renegotiations with a member requesting a modification of its tariff concessions.
Present Initial Negotiating Rights (INRs): The WTO member(s) holding Initial Negotiating Rights (INRs) on the present concession.
Earlier Initial Negotiating Rights (INRs): INRs on earlier concessions; if available, the WTO member(s) holding INRs on earlier concessions.
Other terms and conditions: Other information on duties and charges applicable to the tariff line.
Tariff quota: A tariff applying to goods imported within a limit in value or quantity. A higher tariff applies to goods imported above the quota.
TQ ID: Indicates the number of tariff rate quotas (TRQs) for each member in the same order as in the relevant Schedules.
XS ID: Export subsidy ID code.
XS ID: Export subsidy ID code.
